  Q1.   What is FAST?
  FAST is an abbreviation for Fully Automated System for Issuing/Tendering, a system designed to facilitate the primary issue of all debt securities and money market instruments approved by Bank Negara Malaysia and/or relevant authorities which are either issued via tender or on a private placement basis.
 
  Q2.   What are the benefits of issuing bonds via FAST?
  FAST is a cost effective and efficient platform for primary bond issuance.
  • FAST provides instrument templates and structures for conventional bonds as well as sukuks to allow quick time to market for any issuance.
  • FAST's international membership network consisting of financial institutions, multilateral financial institutions and asset managers that provides a pool of potential bidders and subscribers for primary issuance.
  • FAST is a comprehensive repository of real-time primary market information. All information is made available to potential bidders and investors providing transparency and effective price discovery.
 
  Q3.   Who can access FAST?
  Although the website Main Page is available to public, access to the primary market issuance functions of FAST system requires a membership. FAST membership is open to financial institutions regulated by Bank Negara Malaysia as well as domestic and international organizations active in the debt capital markets. Organizations intending to become FAST members may apply for membership based on the procedures specified in Operational Procedures for Securities Services.

The current members of FAST includes Malaysian banks, multilateral financial institutions, sovereign wealth funds, asset managers as well as foreign banks. Please refer to List of Membership to view the organizations participating in FAST.
 
  Q4.   What are the costs involved in subscribing to FAST?
  Go to RULES & GUIDELINES at https://fast.bnm.gov.my/fastweb. Cost information is available in the Operational Procedures for Securities Services.
 
  Q5.   What are the operational rules or procedures governing the access to FAST?
  The information is available in RULES & GUIDELINES link on the FAST Main Page.
 
  Q6.   Why should i use FAST? How secure is it?
  FAST allows secure issuance and tendering of debt securities. FAST is built with comprehensive security features, including a Public Key Infrastructure that conforms to international security standards to ensure the integrity and confidentiality of all information and transactions.
 
  Q7.   If I encounter any problem with regard to the usage of iVEST Smart Card in FAST, how do I make the report to?
  You can contact Securities Services, Financial Market Infrastructure Department (FMID) of BNM via contact information under "Contact Us"

Please provide the following details when reporting a technical problem:-
Internet Explorer version
Nexus Personal version
Smart Card reader version
Operating System (OS) version
Model of your Smart Card reader

This would substantially assist the support team in identifying your problem.
 
  Q8.   If I want to view the outstanding amount or retrieve information on certain issues, do I have to become a FAST member?
  You need not become a FAST Member to view statistics. Go to Facts & Figures section on the FAST Main Page. The information is available in Outstanding Amount.
 
  Q9.   Where can I deposit or safekeep bonds issued via FAST?
  Bank Negara Malaysia (BNM) offers cost effective depository and custody services for both issuers and investors of Ringgit and foreign currency denominated debt securities. Securities that are deposited with BNM are seamlessly accessible worldwide and are transferable internationally via BNM's settlement link with Euroclear.
 
  Q10.   When can I access FAST?
  Since FAST is internet-based, it can be accessed anytime and anywhere. Nevertheless, for FAST members, activities such as participating in tenders, submitting bids, issuing tender invitations and allotment must be done according to specified cut-off time on business days.

  Q11.   I am one of two FAST Administrators for my team. I would like to remove my other current administrator and replace it with a New Administrator. How can I do it?
  Please fill up the External User Access Request Form (USER ID) to request for a new Administrator ID and forward a copy to FMID, BNM. Once created, this new Administrator can approve the removal of the current administrator. External User Access Request Form (USER ID) can be obtained from the Operational Procedures for Securities Services under "Rules & Guidelines"

 
  Q12.   My FAST logon ID has been suspended. How can I reactivate my ID?
  Your organization's FAST Administrator will be able to reactivate the ID. Only Administrators have the necessary access rights to perform this task.
